The United Nations Institute for Training and Research (UNITAR) was established in 1963 [Resolution 1934(XVI) of 11 December 1963] and is directly administered by the United Nations General Assembly and the United Nations Economic and Social Council. It is the highest-level executive body directly under the United Nations General Assembly.

CIFAL Hubei International Training Centre for Authorities and Leaders, UNITAR, is an international training and research institution approved and authorized by UNITAR to be established in Wuhan, China on April 16, 2021. It is an important member of the CIFAL global network of UNITAR.

The center is based in China and faces the Asia-Pacific region, focusing on areas such as education, road safety, environment, and science and technology. It provides and promotes innovative and practical training and research content and learning solutions for countries around the world; promotes global cooperation to advance and implement the United Nations 2030 Agenda for Sustainable Development and achieve the 17 Sustainable Development Goals.
